Now why could this be ? It is interesting to compare the 15month sentence for Hall, who committed offences against at least 14 girls, of whom at least one was only 9, with Forrest who committed offences against one girl who was almost 16 at the time and still seems to be in some sort of relationship with him.

It has further been suggested that the 14 counts on which Hall was convicted was only part of a significantly higher number of charges which were not brought. The sentence was indeed very lenient.
