More delays to the "Independent Jersey Care Inquiry" ?

  Has the "Independent Jersey Care Inquiry" actually started?   The former children's home Haut de la Garenne On the 16th March last, I wrote in New Agenda under the title of,  "The prevarication and delay of the last three years is finally over?  ( http://new-agenda2012.blogspot.co.uk/2014/03/the-prvarication-and-delay-of-last.html) "At last a starting date for the long delayed "Independent Jersey Care Inquiry" is set to begin on 3 April. It remains to be seen whether, over the next three weeks, any more "points" will be found which will "have to be clarified",  before the inquiry can actually begin."  There seems to be a distinct lack of media coverage in Jersey, as there has been no mention of the start of the inquiry, as far as I am aware, in the Jersey Evening Post, Channelonline tv, or any other media outlet that I am aware of. I also commented that the terms of reference debate,  originally scheduled for the end of 2012,had been  was postponed until February of 2013 and most disturbingly that in November of 2013, it was "over 12 months since the States was dragged, kicking and screaming, to the decision to actually hold an inquiry into child abuse in any case". Today we learn that, "preparations for Jersey's Historic Abuse Inquiry are well underway", Well, that's a step in the right direction. A debate on the terms of reference for the inquiry, scheduled for January  was postponed until February. It is now over 12 months since the States was dragged, kicking and screaming, to the decision to actually hold an inquiry into child abuse in any case. Since then, prevarication, delay and obstructions have littered the progress of this inquiry and even today, there is no real sign as to when (if at all) the date will be set for commencement. The whole affair of historic child abuse in Jersey contains a catalogue of establishment endeavors to delay any investigation, presumably in the hope that the matter will go away, or at least that the facts will be clouded and obscured by...
